Meet John
John M. Carroll, Jr., PE, CGC
John is the middle of three children raised in the Fort Lauderdale suburb of Plantation. He attended parochial school from first to twelfth grade and ultimately became a 1977 graduate of the Georgia Institute of Technology (Georgia Tech) with a bachelor’s degree in Civil Engineering. After 40 plus years of development/construction and engineering experience, John recently celebrated his one year retirement from J. S. Held, a global consulting firm that provides technical and scientific engineering services to clients world-wide. The former owner of Twenty First Century Engineering, acquired by J.S. Held in 2020, with offices in Vero Beach and Fort Lauderdale, he led a multi-disciplined engineering and construction company with projects throughout the Southeast USA.
As a Civil / Structural Professional Engineer (PE), John is licensed in Florida and Texas. He is experienced in the engineering design of site civil including water, sewer, paving and drainage, as well as the design of public works projects including parks, bridges and roadways, arterial freeway rehabilitation, water and sanitary systems, and roadway drainage and design. His structural engineering design of buildings includes homes, multi-family, high-rises, pools, incarceration facilities, parking garages, airport terminals and even an embassy in the Middle East.
As a forensic engineer, he personally conducts building investigations and inspections of residential, commercial and industrial facilities, has developed protocol for plan examination and specifications, researched local building codes, fire codes, and other standards and records. He has been named as an expert witness of hundreds of property claim files for deposition and trials.
On the construction side, John is a Florida licensed Certified General Contractor (CGC) and has analyzed construction claims and produced estimates for costs of repairs, replacement or installation requirements, as well as acting as construction manager and preparing bidding specifications and contract documents. His firm has constructed award-winning projects including additions, single and multi-family homes, commercial facilities, and redevelopment properties.
John gives back to his community as a 30+ year Rotarian, serving as President of clubs in Ft. Lauderdale and Vero Beach, as well as an Assistant District Governor for the five clubs in Indian River County. Additionally, he served as a Board Member and Chairman of his respective club Foundation Boards. He is currently a State Director of the Florida Engineering Society, President of the Indian River FES Chapter and is a member of numerous engineering and construction societies and associations, including serving 3 years as a Board Member of the Windstorm Insurance Network for the SE USA. Locally, he has served the City of Vero Beach for 2.5 years as a member and Chairman of the Code Enforcement Board, and also 2.5 years and past Chairman of the Planning and Zoning Board. In Fort Lauderdale, he served for over 5 years as a member and past Chairman of the city’s Unsafe Structures Board and participated in the expansion of the Community Appearance Awards.
