I have decided to seek re-election to the Vero Beach City Council based upon the Council's improper decision to ignore the clearly stated RFP requirements and to proceed with the selection and negotiation with ClearPath, the second place Three Corners Development Team. This decision cost the taxpayers of Vero Beach and the four Development Teams hundreds of thousands of dollars and a full year of avoidable delay.
Fortunately, my 40 plus years of knowledge and experience in the fields of engineering and building construction provided the needed background to evaluate the development proposals and to articulate the missing ingredients from each during the various council meetings. Again, the city is at an important crossroad as it strives to be the best it can be. The upcoming projects anticipated to be presented and approved over the next two year term are clearly monumental in scope and will change the perception but not the historical fabric of Vero Beach. The main engineering related projects include:
* Implementation of the approved Downtown Master Plan.
* Approval of the two Downtown Referendums on November 5, 2024.
* Changes to the Comprehensive Plan by developing the procedure to obtain the Transfer of Development Rights (TDR) Downtown along with the shared parking spaces for approved Site Plans.
* Selection of the Three Corners Development Team.
* Selection of the Marina expansion contractor.
* Approval of the final contract and pricing with the Construction Manager at Risk (CMR) for the One Water (Water Reclamation Facility) project.
* Work with FDOT on the roadway rehabilitation plan for State Road 60.
* Approval of the Museum of Art Expansion.
* Approval of the Riverside Theatre Expansion.
* Approval of the Youth Sailing Building and Park.
As you can imagine, this was not an easy decision. After 21 months on City Council pushing forth the necessary improvements for our community, I was not planning a re-election campaign because they are grueling, requiring work, sacrifice, and increased meetings. However, there are too many projects on the horizon that require engineering, construction and development expertise that it is impossible to walk away at this juncture.
Therefore, I humbly request your support and vote to re-elect me to serve the 2024-2026 Vero Beach City Council term.
